Job Description

We are looking for a Social Services Manager to join a thriving nonprofit organization in the Roseville area. The Social Services Manager will primarily focus on developing and overseeing social services that cater to and support the needs of the Native American community. Salary starts at $122,000, commensurate with experience.


The qualified candidate will possess extensive senior case management experience, demonstrate strong hands-on leadership skills, and have a proven track record of working with the Indian Child Welfare Act (ICWA).


PRIMARY RESPONSIBILITIES:

  • Oversee administrative procedures to meet organizational objectives. 

  • Direct and manage case workers.  

  • Prepare and maintain records and reports, such as budgets, personnel records, or training manuals.  

  • Evaluate the work of staff to ensure that programs are of appropriate quality and that resources are used effectively.  

  • Participate in the determination of organizational policies regarding such issues as participant eligibility, program requirements, and program benefits.  

  • Implement and evaluate staff training programs.  

  • Manages organization foster home employees and children foster placement intakes and discharges.  

  • Manage a caseload of ICWA cases, ensuring that all actions comply with ICWA guidelines and requirements.  

  • Conduct thorough assessments of family situations, including safety assessments, home safety certification, psycho-social and risk evaluations.  

  • Develop and implement comprehensive case plans in collaboration with families and other relevant stakeholders.  

  • Advocate for the rights and needs of children and families within the child welfare system. 

  • Prepare and present detailed reports and case summaries for court proceedings, including expert testimony when required.  

  •  Respond to crisis situations involving children and families, providing immediate support and intervention as needed.  

  • Provide positive leadership, as well as hands-on guidance and assistance to program staff. 


SKILLS & QUALIFICATIONS:

  • A Bachelor’s degree in social work, human services, public health, or program management required. Master’s degree in social work, human services, public health preferred.

  • Licensed Clinical Social Worker (LCSW) or equivalent certification is preferred.   

  • 10 years of experience in child welfare, public/mental health, case management, with at least 5 years focused on ICWA and direct management. 

  • Mandated Reporter certificate or ability to obtain within one month of employment.

  • Strong understanding and experience with ICWA, child welfare laws, and the unique cultural considerations for Native American families.   

  • Demonstrated knowledge of operations, services and activities of health and social service programs.  

  • Knowledge of principles and practices of health and social services program development and implementation.

  • Knowledge of community resources, treatment centers, social service networks and organizations.

  • Effective written and verbal communication skills; active listening and probing skills; skills in asking follow-up questions to help determine needs.

  • Exceptional interpersonal skills to work with diverse client groups with varying levels of comprehension and language capability.

  • Excellent mediation, negotiation, and conflict resolution skills to respond or assist in emergency situations.

  • Strong technical skills and intermediate proficiency with MS Office Suite. 

  • Ability to maintain confidentiality.
