Job Description

We are recruiting a  Federal Grants   Program Manager   for a large regional organization located in Sacramento. This position will be responsible for overseeing all incoming federal funding, oversee a technical team and all procurement within the Federal Programs division. The  Federal Grants   Program Manager   will procure, monitor, and disperse all incoming funds within the organization.

RESPONSIBILITIES:
  • Procure funding for all projects within the organization.
  • Review and approve documents and applications for funding.
  • Assure compliance with funding agencies.
  • Identify implementation steps and assign work to unit staff members.
  • Monitor agencies workflow and production for efficiency and quality control.
  • Coach and mentor staff in their project management.
  • Plan, conduct and/or attend meetings with staff, supervisors, directors, residents-and
  • community groups.
  • Oversee management of projects funding and expenses.
  • Manage loan portfolio to preview and protect Agency assets.
  • Oversee preparation of and authorize contracts and agreements to establish funding.
  • Study and implement applicable regulations, policies, and procedures.
  • Prepare, monitor, and adjust project/program budgets.
  • Write letters to clients, community, governing boards, and management.
  • Prepare and make public presentations regarding the use of funding primarily to governing boards.
  • Maintain communication with lenders/borrowers.
  • Ensure that assigned staff has appropriate equipment and knowledge of procedures for
  • implementing the work objectives.
  • Comply with Agency policies and practices when acting on or reviewing personnel-related
  • issues including, but not limited to; staff selection, salary offers, time off and overtime
  • requests, employee complaints and concerns and termination.


SKILLS & QUALIFICATIONS:
  • Bachelor's Degree with a major in urban planning, finance, economics, or related field required.
  • 5 years of experience in federal program funding or grant funding, federal contracts is required.
  • 2 years of experience in housing development, finance, or specialized aspects of redevelopment, mortgage credit, rehabilitation, and community development.
  • 1-2 years of experience in a supervisory or management role.
  • Professional experience in administration of federal entitlement programs such as CDBG, ESG, etc. Preferred.
  • Experience in housing development/community developed is preferred.
