We are exclusively recruiting for a HR Manager for Girls Scouts Heart of Central California division. This is a newly created strategic human resources role. Our client offers a collaborative work environment and generous PTO plan. Salary: up to $125k DOE

The Human Resources Manager, as a member of the executive leadership team, serves as the employee relations advisor and is responsible for developing and executing the Human Resources infrastructure in support of the Girl Scouts Heart of Central California mission, overall Council business plan and strategic direction.

Job Responsibilities:
- As a member of the Chief Officer team participates in the short- and long-term strategic goals of the Council.
- Advises the Chief Officer team and Board Members on HR policies and procedures.
- Develops strategies and provides oversight to effectively deliver human resources services aligned with GSUSA and GSHCC mission and strategic plan.
- Acts as the employee relations advisor, guiding the leadership team on complex, sensitive, high-level, and high-risk personnel related matters.
- Coaches managers towards goal-oriented and results-driven leadership.
- Leads staff growth and development efforts.
- Oversees organizational wellbeing initiatives.
- Oversees Human Resources team, manage, develop, and provide coaching as needed.
- Oversees and manages all activities of the HR department, develops department goals, systems, and budget.
- Oversees and evaluates all HR policies and procedures, including recruiting, onboarding and orientation, performance and talent management, employee engagement, benefits, and compensation.
- Oversees the selection and operations of group benefit programs such as group health, dental, vision, disability, life insurance, flexible spending plans, and voluntary supplemental health plans.
- Oversees the maintenance of department records, reports, and organizational charts.
- Works with the Vice President of DEI and Community Engagement to ensure the council s DEIRJ work is valued and implemented throughout the organization.
- Serves as an advocate and resource for employees to ensure employee perspectives are heard and considered.
- Exercises sound judgment, compliance, oversight, and monitoring while fostering an atmosphere of integrity in decision-making.
- Manages organizational All Staff meeting agendas, service anniversary program and other organizational culture efforts.
- Evaluates reports, decisions, and results of department initiatives related to established goals.
- Recommends new approaches, policies, and procedures to impact continual improvements in the efficiency of the department and services performed for the Council.
- Manages the Council s volunteer and staff Live Scan background check process, serving as the Council s Custodian of Record for the Department of Justice.
- Manages compensation philosophy by analyzing Council data, salary surveys, and benchmarking data to update the internal salary structure as needed.
- Conducts educational training to supervisors and employees on various HR-related topics, including, but not limited to, recruiting, performance and talent management, compensation, benefits, and general HR and Council policies and procedures.
- Ensures compliance with federal, state, and local employment laws.
- Stays up to date on Human Resource and Employment Law industry changes.
REQUIREMENTS:
- Master s degree in Human Resources Management, Organizational Management/Development or related field with a Human Resources certification preferred.
- Bachelor's degree in Human Resources, Organizational Management/Development, Business Administration, or related field with a Human Resources certification or concentration; or an equivalent combination of education and experience.
- Ten years of human resources experience, with at least five years of senior level experience in human resources and a demonstrated effectiveness in leading and managing a team or workgroup.
- Commitment to maintaining strict confidentiality, performing with personal and professional integrity, and using sound judgment and discretion in all matters.
- Proficient knowledge on local, state, and federal employment laws.
- Knowledge and experience with CliftonStrengths assessment and the Predictive Index preferred.
- Excellent interpersonal, organizational, critical thinking, problem-solving, mediation and communication (oral and written) skills.
- Proactive approach to fulfilling responsibilities and continuous improvement and ease in adjusting to emergent circumstances.
- Proficient knowledge and work experience in various aspects of human resources including recruiting, salary administration, job analysis and compensation, benefit management, equal employment, diversity, equity, and inclusion and change management.
- Ability to effectively supervise, guide and coach department employees.
- Ability to think creatively and put ideas into action.
