Pacific Staffing is recruiting a Controller for the Sacramento Metropolitan Air Quality Management District. Under general direction, performs professional level accounting work in the maintenance of District finance and accounting records; establishes accounting policy and procedures for efficient process and control; prepares the budget and budget forecasts; develops regulatory and financial reports; supervises staff; and performs other related duties as required.

Responsibilities: Reporting to the Administrative Services Division Manager, the Controller plans, coordinates, directs, and manages the Finance and Accounting section. Advises, confers with and provides recommendations to the District Executive team on financial matters. Oversees accounting, audits, grant administration, contracting services, and preparation of annual financial statements. Develops and implements the budget. Provides leadership, strategic planning and process development. Performs financial studies/analysis and communicates results to District Executives and Board of Directors. Ensures effective internalcontrols to safeguard District assets.

Requirements: Bachelor's Degree from an accredited college oruniversity in business administration or accounting. Four years of experience in accounting and finance, preferablyin a public agency; or any combination of education, training and/or experience that provides the desired knowledgeand abilities. CPA, CMA and/or MBA preferred as well as two years of grant financial management experience. Knowledge of: Generally accepted accounting principles; governmental auditing standards; enterprise financial systems; grant administration; policies and procedures involved in the preparation and processing of fiscal records, accounting systems, and budget documents; research methods and procedures; principles and practices of supervision and training; spreadsheet/database software. Ability to analyze administrative and fiscal problems and recommend solutions. Effectively communicate orally and in writing, with all levels of the organization, including making presentations and writing reports. Exercise good judgment in planning and budgeting decisions.
